[RegCNET] make regcm error

Dear toure,

You need to have Open MPI compiler compiled with intel compiler with f90 support.
Try to compile Open MPI with intel compiler and install it again.

Dear all
I try to compile to compile regcm, but I met some difficults with make regcm
I use suse 11.1 and ifort compiler
this the report error

Unfortunately, this installation of Open MPI was not compiled with
Fortran 90 support.  As such, the mpif90 compiler is
 non-functional.
