[RegCNET] setup RegCM3 for 360 day ICBC

Yes. I am using HadCM output. I create a pre-processing tool using NCL 
to convert Hadley PP format to NetCDF one. I also modify RegCM ICBC to 
use these NetCDF files. Currently, the RegCM3 model gives NaN values 
after running model but i try to fix it. Thanks for your help.
