[RegCNET] soil moisture modify

Dear sirs,

I am a new RegCM user, and I want to do some sensitivity tests with the model. My experiment design is listed below.

First, one month spin-up without any change. Second, I want to modify the soil moisture of some places in my domain. Then, restart the model. 

I do not know  how to change soil moisture of the place which I concern. So I sincerely appreciate if someone who once did this could tell me how to solve the problem.
