1/ In regcm.in:
       tapfrq=0.5   (30min)
       radisp=0.5
       batfrq=0.5

2/ Files in output SRF, ATM, RAD:
   Line tdef: let it be 30mn instead of 6hr

In regcm.in

tapfrq controls ATM files
batfrq controls SRF files
radisp controls RAD files

The output frequency units is hour, it might be also possible if you want 
output more frequently (like half hour), but I am not fully sure.
