[RegCNET] Reanalysis 2010

Dear Nacer,
since we are in February 2010, the reanalysis is usually a products that is
released not in real time, therefore the whole 2010 reanalysis product
will be ready at the end of the year.

You cannot use the reanalysis  product if you want to run RegCM3
operationally, but you should better use any global seasonal forecast
product.
