[RegCNET] Need sugesstion about Compiler

Actually, Makefile_IFC8 means for version later than version 8.

For different kinds of CPU, you might be required to use different
Makefile, like

Makefile_IFC8 for 32 bit Intel CPU

Makefile_IFC8_64 for 64 bit Intel CPU

Makefile_AMD64 for 64 bit AMD CPU.

By the way, we might delete Makefile_IFC7 (because it's too old, and
almost no one use version 7 now), and rename Makefile_IFC8 as
Makefile_IFORT after this year's RegCM workshop.
