[RegCNET] how to change vegetation of BATS

Dear Daniel,

you have to modify the LANDUSE file and to set FUDGE_LND=.true.
in domain.param before running terrain.x

I'm attaching a fortran program that read and update this file
according to a vegetation model, you can modify it for your
purpose, but it doesn't work for the subgrid landuse
