[RegCNET] Error in Parallel Run!

Hey,

I have not experienced the parallel run of RegCM3 with OpenMPI but as far as
mpich2 is concerned, there is need to change the compiler option in Makefile
located in "main" folder of RegCM3 pack like and then use it.

FC=ifort  (wrong option for parallel run)
FC=mpif90 or mpif77 etc etc.
