[RegCNET] bug report about the lastest postproc!

Hi,

Postproc does not need fort.11 and RDHEADSB subroutine for ICBC post-processing.

These are only needed for SUB-BATS post-processing. Also, for SUB-BATS post-
processing, fort.11 is SUB-BATS DOMAIN file. 

Please make sure that you are (indeed) post-processing the ICBC NOT the SUB-
BATS. Also, please read 'README' file provided with the PostProc code.
