[RegCNET] postproc update

Yes its me again. No bad news though - only few minor fixes.

- current and old postproc had first daily average of tgmin/tamin and psmin 
equal to 0.0 due to bad initialization. Issue has been fixed now.

- iotype = 1 (compressed mode) had never been tested earlier, therefore, some of 
the variables had wrong range of min and max values (needed for scale-factor 
etc). Due to the reason, sometimes, postproc did not work properly with iotype = 
1. I have fixed it but user may still get MINVAL/MAXVAL error due to very high 
"unrealistic" RegCM3 value range for some variables - mostly occurs in case of 
snow.
