[RegCNET] How to change a variable limit by latitude and longitude

Dear All
I am a graduate in China, and I have some question about RegCM3. I will appreciate for your help.
1. As you known, the horizontal grid of RegCM is square grid, for example 60 km*60km. So if I want to change the heatrt(i,j,k) on a smaller region(27.5N-37.5N,75E-105E), I found I can't do it exactly by setting i,j.
I think one way is to limit xlat(i,j),xlon(i,j), but I don't think they are in memory , when I execute regcm.x. SO HOW COULD I DO THIS ???
2. In the albedov.f the variable is writen like 'aldifl(np)' whitout grid information, and if I want to double albedo in the above region,how should I control the 'if then endif' option;
May be the two question are the same one, but I looking forward for your reply.
