[RegCNET] postprocess

Hi,

I would recommend you to first read README file in the PostProc folder before
using it. 

You have to use postproc.param from your RegCM simulation not from the one
included in the PostProc as an example. In this case, you need to adjust number
of gird points in postproc.param according to your simulation.
