[RegCNET] RegCM3 on SGI Altix with Intel Itanium CPUs

Peng Li's problem has been solved, I think.

The appropriate Makefile for SGI Altix (with IFC) is Makefile_IFC8_64 (for 
Terrain and ICBC) and Makefile_IFC8 (for serial compiling at Main step).

For parallel compiling and if openmpi is available, then you can use
Makefile_IFORT_OpenMPI
