Hi Xiaoying,

I'm not sure how to answer your first question, but I can help with the 
second.  As far as I understand you should pick truelatH so that about 
1/5 of the domain is above truelatH and truelatL so that about 1/5 of 
the domain is below truelatL.  I believe that this gives the best shape 
for the domain and that it gives nearly equal-area grid cells.  In the 
past, I have used trial and error to achieve this.
