[RegCNET] CAM3 nest REGCM3

Hi,

I am attaching the code for CCSM/CAM data. Please note that I do not use new
version of RegCM3 so you may need to make adjustments at couple of places inside
the code. Also, this code is tunned for T85 data. If you are using T42 data, you
can either very easily change the lat/lon dimensions in the code or send me an
email. 

This code works for both global and window data but you should set anlon,anlat
in CCSM.f according to your data window. if you are using global data then set
anlon/anlat=ilon/jlat.

Also, the variable npos in CCSM.f considers that the time variable starts from
1948 in your netcdf files - you should set it to the start date in your netcdf
files.
