[RegCNET] problem with regcm in the postproc

If a netcdf file is created at the end of the post-processing then these error
should be ignored.

Other than this, everyone should replace netcdf.f in Common/env/ folder with the
attached file. A bug is being fixed in this file, which sometimes created
problems in post-processing.
