[RegCNET] ECHAM 5 ICBC

Hi Ufik Utku,
I intend to use your patch to perform RegCM3 simulations driven
by the ECHAM5 results.
Please let me know if your patch expects the data already interpolated to
isobaric
surfaces or the data may be at the model levels.
Also, is it a necessary condition to have the global data, and not those
defined in a
window (eastern Mediterranean in my case).
