[RegCNET] Problem with Makefile for IFC version 10

Hi All,

Problem solved. After changing the FFLAG path I had to use ibyte=4 and 
the problem with LAMCON the TRUE LAT and LON had to be set for southern 
hemisphere. So thats the solution to that error I posted.
