[RegCNET] RegCM3 User Guide Update

Hi RegCNETers,

Bi and I received some great suggestions from RegCM users for the RegCM3
User Guide, so we have updated it several times since Wednesday. We
added a paragraph and some references in "Terrain" on choosing a domain
(thanks to Abdou Abdellatif Esawy Awwad for suggesting this), more on
restarts (thanks to Torma Csaba), and also a little section on using
SIGMAtoP.

Although we always welcome comments on the guide, this is a great
opportunity to send in any suggestions for edits or additions since we
are working on this now. If you have text that you would like to add or
that you think is useful, send it to us. We can't guarantee that we will
implement every suggestion, but we will do what we can.

Please be sure to send them to both Bi (bixq at ictp.it) and me
(srausche at ictp.it), cc them to RegCNET if you like.
