[RegCNET] surface roughness

Hi Martin,

You can change the surface roughness for a given landuse category in 
Main/BLOCKDATA.F (be sure to use BLOCKDATA.F and not BLOCKDATA.f, as the 
preprocessor step will erase any changes you make if you modify the 
latter).  The parameter is called rough, and it is set in a 'data' 
block.  The Desert surface type is the 7th value over in the 'rough' 
data block.
