[RegCNET] Using Sub-BATS scheme

Hi everybody,

We are attempting to run the model with Sub-BATS scheme.
 Please remind which   NNSG values must be used in regcm.param 
and regcm.param2. In the Terrain/domain.param I the NSG = 4..
