[RegCNET] problem running RegCM

I understand that using PGI without that option is not a solution. However, it
does clarify the problem. You should test the output of your test run for errors
. As a long term solution, you have to get compiler configurations right on your
AMD64 machine. Unfortunately, I have never worked on such machines so do not
have bright idea that how you could probably get your compilers work for RegCM.
There are number of AMD64-RegCM users and I hope someone would help you get
things working.
