[RegCNET] model top Buffer

Hi, Neil Davis:

There is no buffer layer at the top of the model. The anudg in
param.F controls the forcing strength of LBC for every layer.

If you want to change the model top fields every 6 hour, you can
do it in bdyin.F, you know, in bdyin.F tdum is SST fields, you
can do in in a similar way as SST.
