[RegCNET] Running Parallel Version of RegCM3

Hi, Ashley:

The present Parallel Version of RegCM3 just works with MPI (MPICH, LAM MPI
or MPI library provided by computer vendor).

There is no problem to run it on your Shared Memory Parallel Computer 
SMPC. After MPI installed, you can use your computer as a distributed
memory computer.

I have read the webpage. In my opinion, -Mconcur Auto-parallelization 
Option is useless for the complicated code (like RegCM3).

I haven't read the PGHPF User's Guide. I guess, the RegCM3 code doesn't
support PGHPF.

Yes, MPI is required.

The present RegCM3 code doesn't support OpenMP.
