[RegCNET] error when running in parallel

Hi, Prodromos:

The Makefile_PGI is not the right Makefile for parallel,

After you install MPICH successfully, you should prepare one
Makefile for parallel enviroment by yourself (see Makefile_CL2
as an example).

In your Makefile, you should use mpif90 (instead of pgf90) and
set the correct MPICH library path.
