[RegCNET] Geopotential heights

Hi, Mark:

In ATM file, there is no height as output. I used to use SIGMAtoP.f for
calculating the geopotential height. In the latest version, the 
PLEV_VAR.ctl need to be modified (I'll add the fix in the next release).

Because there are 13 variables (the new output variable is omega) now.

By the way, Ibrah have found one bug related to dust emission in the 
parallel code, I will also add the fix in the next release.
