[RegCNET] RegCM can't run with IFC9

Hi Coatas Douvis,

           For IFC 9 use Makefile_IFC8. Your domain files are wrong because
you are using wrong value of ibyte. Just change your ibyte to 1 in
domain.param.
I hope your problem will be solved.
