[RegCNET] Using Sub-BATS scheme

Hi,

My understanding is that Terrain doesn't work with 30 sec data. Apart from that, 
we don't really need 30 sec terrain data for RegCM simulations-even if you are 
running SubBATS. 
--->10 min corresponds to ~19km, 5min to ~9 km, 2 min to <4 km and so on, so if 
your SubBATS is running at 10-15km, 2 min is enough-30 sec is not going to bring 
any significantly difference in your simulations. All coarser resolution 
datasets are already derived from 30 sec high resolution data, so you should be 
happy with 2 min.

However, if you are still eager to learn, you may look into terrain that how all 
CDF files are read. You need all datasets at same resolution. You need HT, HTSD 
and LANDFRACTION data- so good luck
