[RegCNET] Sub-BATS scheme

Hi,
I am still having problems with using the Sub-BATS scheme. The model runs
fine and I obtain reasonable results - over sea surface. Over land poits my
results are absolutely wrong hovever - for instance simulated t2m
temperatures are at least for about 5-8 deg lower than they are in the
control version.
Something is wrong apparently.
Any hint please.
