how do you run the model like that!!
 idate1 = 1991120100
 idate2 = 1991010100

to restart run regcm.in should be like that:
'true'
idate0 = 1991120100   !! first run start
idate1 = 1992010100   !! restart run start
idate2 = 1992030100   !! restart run end

also to restart, you should do :
ln -sf output/SAV.1992010100 fort.14
