We supply them with the RegCM code in RegCM/Commons/env.  If these do 
not work, there are several sites you can download them from.  I am not 
sure which one is best, but I would try

on precompiled libraries as a first try.

We unfortunately can not provide the data on CDs as it would require 
something like 125 CDs.  The data are available from CDC:  
http://www.cdc.noaa.gov/cdc/data.ncep.reanalysis2.html.  They will put 
the data on tapes if you send the tapes to them.  Alternatively, we 
could possibly make sub-windows of the data for you, but this would take 
some time since we are understaffed.  My feeling is that you will 
probably get the data faster if you download them directly from the CDC, 
assuming you have a decent internet connection.
