Summary
An extratropical low pressure system is forecast to strengthen into a major winter storm that will bring severe weather to the northern UK, Norway, and northern Europe beginning early Dec. 5. The storm (called 'Xaver' in Germany) will affect the Faroe Islands, Shetland Islands, Scotland, and northern England Dec. 5 before entering the North Sea. It will then track through southern Norway, central Denmark, and southern Sweden until it becomes more stationary over the Baltic Sea Dec. 6. Disruptive winter weather may linger in southern Finland, the Baltic states, and St. Petersburg, Russia, for several days.

Hurricane force winds of more than 64 kts (74 mph, 118 km/h) are possible while the system is in the North Sea, which could potentially cause serious maritime and air transport disruptions in the UK, Norway, the Netherlands, northern Germany, and Denmark. The arrival of the system will coincide with the astronomical high tide, and dangerous storm surge could occur in low-lying coastal areas, especially in northern Germany and western Denmark.
