Cancellation of ICTP subscription to Elsevier journals

Dear All,

To achieve its mission, ICTP is committed to provide, through its 
Library, the scientific literature necessary to support the whole ICTP 
scientific community of researchers, visitors and participants in the 
activities organized by the Centre.

Unfortunately, the constant increases of journal subscription costs over 
the years, along with the commercial policies of big publishers, have 
led to an unsustainable situation with an ever-growing part of the 
Library budget allocated to pay for the bundle packages of journals of 
big publishers.

The Director, after thorough discussions with ICTP faculty, has decided 
not to renew the subscription contract with the publisher Elsevier. The 
high costs of the contract, which expired in 2017, did not represent a 
good value for money and the proposed new contract did not allow the 
flexibility that a relatively small institute like ICTP requires to 
strategically distribute its budget.

What will this mean for ICTP's Library users? ICTP will keep 
post-termination access rights to 53 titles that it has historically 
subscribed to, for contents published between 1995-2017 (list below).
Data on the availability will be reported in the Library online public 
access catalogue OPAC http://cat.ictp.it

The Library is committed to minimize the impact of the Elsevier 
cancellation and will address requests from users through its reference 
service/information desk.

The Library will monitor the trend of requests to measure the effects of 
the Elsevier cancellation on the service.
